On the Performance Dashboard and on project overview pages, there is a toggle that lets you switch between the Framework Target and the Framework Average.
When you toggle to the Framework Target, the target line will be based on the average framework target for all projects on the system.
If you choose to toggle to the Framework Average, the target line would show an average of all project scores across the selected framework.
